Inclusion of the object in the Area Planning Scheme in the field of transport

To obtain a construction permit for a berth, port, marine terminal, pier, etc. in Rosmorrechflot, as well as to commission the facility after construction, it is necessary not only to have project design documents approved after the examination and all the relevant authorities, but also to have the facility included in the Area Planning Scheme of the Russian Federation.

Thus, the inclusion of the object in the Area Planning Scheme of the Russian Federation is:

• resolution of basic land issues, such as the status of the land under the berth–registration in the "transport lands" category;
• the basis for inclusion of the land plot (berth and its infrastructure) into the boundaries of the seaport.

The stages of the inclusion of the object in the Area Planning Scheme are as follows:

1) Preparation of a set of documents (explanatory note, feasibility study, maps, etc.):

• sending documents to Rosmorrechflot;
• obtaining the approval from Rosmorrechflot and the Ministry of Transport of Russia.

2) Preparation of a draft decree of the RF Government on amending the Area Planning Scheme in the field of federal transport:

• preparation of the draft decree, explanatory note, feasibility study.

3) Coordination of the draft with the administration of the constituent entity of the Russian Federation and submission to the RF Government:

• coordination with the administration of the constituent entity of the Russian Federation or the municipality (regulatory period is up to 3 months);
• submission of the draft to the RF Government from the Ministry of Transport of Russia.

The final result of the above work is:

• Decree of the RF Government on amendments to the Area Planning Scheme of the Russian Federation in the field of federal transport;
• introduction of amendments to the Area Planning Scheme of the Russian Federation in the field of federal transport (i.e. acquisition of the "object included" status).
